Legislative Intent

Here we will aim to identify where WA DOC policies, WACs, practices, and long-term outcomes are at odds with the Washington state legislative intent of corrections, as stated in RCW 72.09.010: “It is the intent of the legislature to establish a comprehensive system of corrections for convicted law violators within the state of Washington to accomplish the following objectives…(2)  The system should punish the offender for violating the laws of the state of Washington. This punishment should generally be limited to the denial of liberty of the offender.”
