- On February 6, 2019, Washington State Representative Strom Peterson convened a multi-stakeholder solitary confinement working group. At this meeting, Secretary Sinclair acknowledged that obtaining buy-in from custody staff (who belong to the Teamsters 117 union) is one of the primary challenges when attempting to reform the culture and conditions of solitary confinement units in the WA DOC.
